Every tier ships the same Ed25519 receipts, the same hash-chained transparency log, the same audit guarantees. What changes between tiers is signers, library size, surface mix, and support.
What's a signer?
A real person in your company with a ⌃ [Name] agent who can sign Ctrls into the library. Typically your heads of department (CRO, COO, General Counsel, CTO, VP People). Their face appears on every receipt for Ctrls they signed.
What's a signed Ctrl?
Any callable Ctrl in your library sealed by a signer — verified status, sitting in your /ctrls library. Drafts and proposals don't count toward your limit; only signed Ctrls do. Pack-installed Ctrls count as one each, regardless of how many surfaces invoke them.
